The verdict
The fan is dramatically cheaper and cannot replace air conditioning — both are true. A fan cools people, not rooms, by moving air across skin; it lowers the temperature of nothing. What it does is let most people accept a setpoint about four degrees higher for the same comfort, and since cooling energy moves roughly 3–5% per degree, running the fan to raise the thermostat is close to free.

The assumptions behind those figures
Nothing above is a manufacturer’s claim. 35 W at 100% for 8 hours a day, 180 days a year, is where ceiling fan’s 53 kWh comes from; 3,500 W at 60% for 9 hours over 120 days is where central air conditioner’s 2,295 kWh comes from. The duty cycle is the input most published comparisons leave out, and it is why the ratings and the running costs are not in the same proportion here.
