The spread inside one state
This site’s most repeated finding is that the rate matters more than the appliance: electricity costs 4× more in the dearest state than the cheapest. What a state average cannot show is that the same gap exists within a state. In California, Sacramento Municipal Util Dist averaged 17.87¢ while San Diego Gas & Electric Co averaged 43.63¢ — 2.4×, for identical electricity, in the same year.

The cheap end of that list is almost always public power — a municipal utility or a co-op — and the dear end is almost always investor-owned. That is a real pattern and not a recommendation: you cannot choose which wires reach your house, and in a deregulated state what you can choose is the generation half of the bill, not the delivery half.

What this cannot tell you
It is an average across every residential customer a utility has, on every plan — time-of-use, all-electric, low-income and standard alike. It is one year old at best. And it is one utility on its own, while a state average is weighted by how much each utility sells, so the two are not the same kind of number and this site never averages these rows into a state figure.
What it is good for is placing yourself: whether you are on the cheap or the dear side of your own state, and by how much. For the number that is actually yours, divide your bill by its kilowatt-hours — which includes the fixed charge and is usually a little above any published average.
