The verdict

The heat pump wins outright, and it is not close. An electric tankless unit is still resistance heating: it converts electricity to heat at 100%, which is the ceiling, and going tankless saves the standby loss of a tank and nothing else. A heat pump water heater moves heat out of the room and into the water instead of creating it, so it delivers two to three units of heat per unit of electricity. One is avoiding a small waste; the other is beating the ceiling.

Nothing above is a manufacturer’s claim. 550 W at 20% for 24 hours a day, 365 days a year, is where heat pump water heater’s 964 kWh comes from; 18,000 W at 2% for 24 hours over 365 days is where tankless water heater (electric)’s 2,397 kWh comes from. How is heat pump water heater’s 964 kWh a year calculated?
Rated watts × duty cycle × hours × days, plus standby, times your rate — the same function that produces every figure on this site. For heat pump water heater: 550 W × 20% × 24 h × 365 days ÷ 1,000 = 964 kWh, which at 18.34¢ is $177. Tankless water heater (electric) runs through the identical arithmetic on its own assumptions and lands at $440. The rate is the EIA residential average for June 2026; nothing here is a manufacturer’s claim.
Why does tankless save so much less than the adverts say?
Because the 30% and 50% figures come from gas units, where the standing pilot and the flue loss are large, or from comparisons against a very old tank. For an electric tank the only waste tankless removes is keeping the stored water warm between draws, which is roughly a tenth of the total. Heating a given amount of water takes a fixed amount of energy however it is done.
Can I have both?
Not usefully in one place, though a small tankless unit at a distant bathroom alongside a heat pump tank for the rest of the house is a real pattern. It removes the long wait and the water wasted running the tap, which is a plumbing saving rather than an electrical one.
Does my state change the answer?
It changes the size of the gap, never its direction. The same pair costs $756 a year apart in Hawaii and $188 in Nevada. Whichever uses less electricity uses less everywhere; only what that is worth moves.
